The Red Cross Learning Material Service is designed for all users, including learners with disabilities. Our aim is to ensure that everyone can access our learning materials as easily and 
accessibly as possible. Ease of use and accessibility were the most important criteria for 
choosing a service provider.

The service provider Alfons Education is responsible for the accessibility of the digital platform.  The Red Cross is responsible for ensuring the accessibility of the content.

Service provider´s accessibility statement

The service meets the criteria for WCAG 2.2 conformance level AA for digital accessibility. The provider of the Learning Material Service has made its own accessibility statement, which you

Accessibility principles of the learning material content

• Clarity and understandability: Our content is written in clear and easy-to-understand 
  language.
• Navigability: The structure of the learning materials is logical and easy to use.
• Text alternatives: Text alternatives are available for all images, and captions (subtitles) 
  are available for almost all videos.
• Exercises: The aim is for the exercises to be as clear as possible. All exercises available 
  on the service can be completed by using a keyboard and a screen reader.

Non-accessible content

Users may encounter some accessibility issues with the service. 
Content or functions that are not fully accessible:

• Links: Links in the learning materials open automatically in a new window and are 
  therefore not optimally accessible to users of screen readers.
• Some attachments, mainly in PDF format, are not necessarily fully accessible.
• Our website contains videos published prior to 23 September 2020. These videos may 
  be missing subtitles. Videos in the online service are displayed as YouTube embeds.

Our goal is to ensure that all users can participate in online courses as easily and accessibly as possible. The digital platform’s accessibility is the responsibility of the service provider Vuolearning. The Finnish Red Cross is responsible for the accessibility of the course content.

The accessibility of the service has mainly been assessed by us. Online tools, such as Silktide and Lighthouse extensions, have been used to support the assessment.

The Finnish Red Cross is a non-profit, non-governmental organisation.The EU Accessibility Directive and the related Finnish Act on the Provision of Digital Services do not apply to the organisation, since public sector bodies are excluded from their scope.

However, the Act may become applicable if the organisation receives public administration tasks or if the organisation has digital services the development or maintenance of which are significantly funded through public financing.

Currently, the oma.redcross.fi online service contains no sections or functionalities dealing with public administration tasks and the service is produced with the organisation’s own funding.

Even though the Act does not directly regulate the implementation of the oma.redcross.fi online service at the moment, the Act may become applicable if the organisation receives public administration tasks or if the organisation has digital services the development or maintenance of which are significantly funded through public financing.

This is why our aim is to make our service as accessible as possible to as many users as possible. Therefore, we want to provide information about the accessibility level of our online service with this accessibility statement.

How accessible is the online service?

The service is partly compliant with accessibility requirements (WCAG criteria 2.1 levels A and AA). The aim is to perform an accessibility assessment on the service in 2026, after the user interface has been updated. An accessibility level of AA in WCAG 2.1 criteria is one of the implementation criteria for the UI update.

Contents assessed

Users may still encounter some accessibility issues on our site. Here is a list of issues known to us. If you notice an accessibility issue on our site not included in this list, please let us know.

The accessibility assessment was performed on the front page of an unregistered user as well as the event search page of Oma Punainen Risti. The assessment focused on navigation, the interaction between the site and the user, and the page’s general functions.

The event search page and the Oma Punainen Risti front page meet approximately 88% of the criteria of the WCAG 2.1. standard’s AA level.

The websites are missing alt texts for images and headers, the image contrasts are too low, the elements have not been named and some links work illogically.
